definitely seems to be a treant and judging by the "gauntlet" on his left arm, possibly of Maokai's lineage. I must say, he's quite breath-takingly majestic and seems to be more of a shaman than Maokai. From the video it seems his abilities may include something similar to Zyra's Grasping Roots (soldier being strangled by roots) and possibly also her Stranglethorns (at the end of the video he seems to summon the growth of the brush at will). Waiting with bated breath for this one (yes, my Maokai needs a friend on my team). I will say it would be FANTASTIC if he and Mao had boss interactions (voice as well as gameplay) when played either on the same team or 1v1. Riot....please? 
It looks like he has a silence, a snare, can create brush, and probably (from his quotes) can deliver buffs to teammates
I was thinking he's a jungler with the ability to take jungle camps without killing them. Spend a bit of time calming them or something & still get gold & xp.
Some weeks ago, Maokai was a random tree that came to life because of the magic wars. Now, we know that he's one of an entire (apparently extinct) treant species. These trees, the Elderwood skins, the magic forest where Lulu roamed... Riot needs to join the pieces and make a fantasy Celtic-ish forest for Runeterra! Please!
He should have a passive or ult that makes his attack in bushes stronger so he can counter junglers. A root to mess up anyone or a root that lasts longer in bushes. You know what, if he jgs, then he should pacify instead of killing. Like make them flee and get the buff, and makes your jg camp spawn faster, that would be interesting! :O
