Riot called him the star forger but now Zoe says he didn't forge the stars, and he's basically a dog on a leash. At release he was seen as a god who created the stars enslaved by Targon who's waiting for his moment to destroy them. He felt like he was rightfully arrogant and cocky because he was a god. Now I dont get what he is, he didn't truly make the stars? What is he?
Every interaction between champions ARE subjective. As an aspect, Zoe looks down on ASol, even if she shouldn't. Almost all lore we get use the unreliable narrator - we have no evidence the narrator is lying to us, however we have no evidence either that the narrator knows everything. Counterquestion: Why would you believe Zoe over Aurelion Sol? The truth is probably a middle ground between these two statments, but personally I trust ASol more than I trust Zoe.

Aurelion Sol indeed forged the stars of the universe, the question is; did he forge them all? Or did he truly invent the 'star'? He is a star forging celestial, bound by Targon's will.
Space Doge created a chunk of celestial stars, who knows who else made the rest of them...could be targonians that Sol has no knowledge of. Aurelon Sol is quite prideful, I mean his name literally translates to "Golden Sun".

Zoe is a young child who is a product of a Targonian society that probably told her Sol didn't create the stars, so she'd believe it too. Not sure what sway her Aspect has on her knowledge wise but she was possessed only a 1000 years ago, Sol has existed since space was empty. We await the day Sol wipes the Aspects from reality.
It's more just like Zoe being disrespectful and obnoxious. I mean we're talking about someone who goes on an emotional train wreck after finding out Ezreal has a thing or 2 for Lux here; she may be ancient, but her mentality doesn't seem to have progressed at all from the time she was made an aspect. The aspect, which is one representing trickery and stuff, may have specifically chose her precisely because this particular quality, that she is highly immature and almost will never learn their lessons.
So it can be easily assumed that Zoe's claims were really just trashtalking. And she doesn't say he made 0 stars, just not all; though I'd argue even if that is technically true, I'd still assume ASol actually forged the vast majority of the universe's stars.
I also don't believe that's the word, "arrogant", I'd say he was actually more innocent and naive than arrogant, considering his "arrogance" was essentially this "Oh this little creatures are thanking me for their existence, given I created the stars that made their lives possible? How cute! I will gladly accept their gifts".

It was basically a minor retcon of Sol's power, to make him fit better with the route they're going to take the rest of Targon.
He still makes stars. But now he is just one of many who could do that, and not any more powerful than the space parasites.
