What Is Shimmer?

One of the many things that makes Zaun Zaun is Shimmer, but after all the lore changes and such, what is Shimmer?

In the old lore, it was toxic waste that was slathered on your skin that would change colors with your emotions, at the cost of corroding your skin and similar ailments over continued usage. Is this still the same or has it changed? From what little I can tell, it seems to have transitioned to a more typical drug, but that's all I can tell.

The general premise should be the same. I think it's addicting toxic waste that stimulates the emotions and skin chemicals heavily. The only difference just seems that someone decided to commidify it and, because of Zaun's anarchic nature, no one's stopping it from spreading. (except Piltover trying to stay far away from Zaun to stop the spread)
