Project Skin Question

So as I can can tell, in order to get the borders for each new project skin (ashe, kat, ekko), you need to get the corresponding cache. Does this mean that you can buy the caches, and then hold onto them until you get the skins? Or do you have to have the skins before getting the caches?

You can get the caches before you get the skins, the content won't do much until you get the skin though
