So it occurs to me that 
technically has no lore since the Institute he originated from was retconned. Is Riot planning on addressing this? I loved the Harrowing lore reworks hope they might do something like that for him...also if he could get an audio update that would be amazing.
Edit: also it occurs to me the title seems aggressive but isn't intended as such
was a SUMMONER, in his lore, so technically he doesn't exist anymore
Can his lore be something simple like "this scarecrow is just trying to have a good time."

Jaredan brought up Fiddles as one of the champs who's not on the agenda this year, but maybe next, in a post a few days ago.
As for where he'll be from, there's an old Red Post from Ant In Oz stating that they were thinking not the Shadow Isles, but something a little stranger. AiO brought up an "Alice in Wonderland type feel".

They know that there's several champs who basically have no lore now that the institute is gone. They'll get to them eventually. Probably.

I think several folks have suggested the possibility that Nocturne ties in with Zed and could easily be reintroduced as either a creation or part of Zed's ambitions to explore forbidden arts.
Shaco might play along the lines of Evelyn - mercenary for hire. I could imagine him as a former Noxian assassin that became bored with orders and will only take on marks that he finds interesting.
Fiddlesticks could tie in with LeBlanc's lore as a summoned guardian of their order.
Could make it so he's from the Voodoo Lands
Fiddlesticks could have been an early construct from a character like Xerath or even in the same boat as Maokai; 'golem' brought to life by magic. Perhaps Fiddlesticks is a scarecrow that was possessed by a murderer after he was lynched by an angry mob, only to come back as a scarecrow and haunt them at night, driving the entire town to try to move to an new area only to be followed by the evil spirit, eventually driving the entire town to mass suicide or insanity. With no one to haunt, Fiddlesticks began to run amock.

Maybe have fiddle be some sort of result by a ward against swain. Like for example, a family in another part is defending their village from Noxus. Beatrice, Swain's bird watches them and reports back as Swain advances his empire. The father of the family dies on the front line of the battle, right as the harrowing hits, transforming him into a deranged spirit. The spirit takes rest in the closest body, that of a scarecrow used to deter Swain's raven. Deterring the soldiers of Noxus away from his village, Swain is able to capture him, and the spirit escapes. Now whenever the scent of war is in the air, and on every eve of the harrowing, the spirit comes to walk again.

I don't think Fiddle will be connected to the Shadow Isles. Seems too whimsical for that.
I think he, like Shaco, and maybe Nocturne could be in this mix, will be connected to the Fey.

I like it, a conspicuous and vague lore, it does leave room for some unique and creative wondering though.

I would love if he could just have a whole visual update (Voiceover, Model, VFX and SFX, new splash). I've always reallllly liked Fiddlesticks as a character and his gameplay (somewhat), but him being outdated throws me off from playing him.
I wanted them to update Fiddles to a Shadow Isles champ, but they didn't with the Harrowing this year... Maybe next year. :/
