when is the vault opening this year for Retired Legacy Skins like they've done in the past??

so hte vault last opened around October last year i heard and i was wondering is its gonna open and when it is this year. Or does riot not like saying and opens it at random times. Im talking about the retired legacy skins not the seasonal skins BTW.
