I dont understand why Shadow Isles is low. I mean, have you read Shadow and Fortune? Bilgewater got raped by the Black Mist, and it is getting worse every year, Illaoi saved them, but still the Shadow Isles spirits are op, they cant be affected by physical attacks, the expection being demacian stell or Petricite, belong this you need to make a magical attack to actually hurt them.
But in Mordekaiser's color story he smashed a Demacian armor like nothing, if we count him, not even demacian material is enough to completly stop them:
“Demacian steel,” sneered Mordekaiser. “It will not save you.”
He stepped forward and brought his spiked mace down toward the knight’s skull. The strike was met with a two-handed parry, though the power of it forced the knight to his knees. Mordekaiser towered over him.
And I'm not sure aout the Void place, the power of the Void can vary, for example, in Icathia it had A LOT of food, so the Void was able to have a giant army of Voidborns and the corruption of the land was even stronger.
Now compare it to the Void summoned by Malzahar, it isnt receiving as much food as it received during Icathia fall, so it is weak compared to the Void the Ascended faced.
So I need to know, you're placing the Void as 7 in its actual state? In other words, the Void rits that Malzahar spreaded around Shurima and the Watchers trapped are a 7, or a full invasion of the Void in which it received a lot of food is a 7? The second one is just an example, what I want is a more specific description of what you putted in 7.
Are you considering Freljord the divided faction that is right now, or an united Freljord in a war against other nations? Same question for Shurima, Ionia and Bilgewater.

Sincerely, I would consider Zaun above Piltover, in Piltover weapons that are way too dangerous are banished as said in Caitlyn's color story:

And consedering the map description of Chemtech:
Chemtech performs like hextech, but is far more dangerous, toxic and explosive.>
I would say that it is more efficient as a weapon than Hextech.
Zaun has far more people used to fight and a bunch of augmented people, in general they have more "army" and their "army" has "soldiers" with bodies meant to be offensive. They dont just carry weapons, they are weapons.
And we saw what Singed's chemicals made in the Ionian war.
IMO Zaun seems far more efficient in a war than Piltover.
About Noxus and Demacia, would Demacia necessarily need to attack other factions? Thats an important point because Demacia has mostly defensive forces.
TLDR I need more information in most of them, but Shadow Isles inst the last one and Zaun should be above Piltover.
