How come he still dosen't have a Halloween skin?

im here to discus the fact that veigar dosent have a Halloween skin despite that hes a black cat. one of the few symbol's of Halloween.

dosent sound right to me he should have been the first Halloween /bewitching skin but rito somehow missed it..
