Pyke not listed with Bilgewater on the map

Is Pyke affiliated with Bilgewater, though, or would Riot consider him affiliated with the seas surrounding Bilgewater? Before releasing him, they did say that he was going to be related to the deep sea - rather than specifically Bilgewater.
