Think of it this way.
If it's always had big tits, it will most likely keep going with that trend. Insert a few exceptions here and there (Like Akali), where it makes sense.
If it's new, it's probably going to be more varied. See newer, more conservative female champions - Taliyah, Illaoi, Xayah, etc.
Thirdly, recognize that there have always been conservative females - Kayle, Riven, Annie (She's, like, 5), Quinn, any female Yordle, Leona, Diana, you get the gist.
Riot recognizes that some people like the conservative, more 'PC' designs, and some people like the over-the-top, pure-fanservice designs, and makes things to make all parties happy (And this is with male and female characters - you can't say that Yasuo and Kayn aren't super-fanservicy).
