Swain is the most highly anticipated VGU we have had yet. You can be damn well sure that Riot is going to capitalize on that anticipation as much as possible. And so, when he does, you can bet that there will be PLENTY of things to go with him.
They can only pack so much into one patch. So, 5 skins plus a MASSIVE VGU is probably a bit too much for them to handle. However, since Lunar Revel and Heartseeker skins are for specific, timed events, they need to get the skins ready sooner rather than later.
See where I am going with this?
EDIT: I will admit, it is speculation, but it looks very likely to me.
Chase Me Daddy3 votesThat doesn't change the fact that all skins except for Gragas are still on the PBE, taking up space and time. Adding a VGU that also updates 3 additional skins is way too much. And don't forget balance changes. Add that to the fact that Swain is only "nearly finished" and I don't see how he could make it to the PBE in a week.
Electro5225 votesNot true. Technically, yes, they will always be on the PBE.......I think......I don't know if Riot removes old content from the PBE.
But, the skins will be put into the actual game, they will just remain inaccessible until the right time. They've done this several times.
Also, Swain won't be here in a week.....it'll be 2 weeks. We only just started this patch cycle, and 8.2 won't be implemented until the 24th. 8.3 won't hit the PBE until the 23rd.
Also, Swain has been in full production since before Urgot came out, possibly even before he hit the PBE. They've been working on him for quite some time.

They've been confirmed to be released in 8.3 (V-day skins and Lunar skins)

Electro5221 votesTeasers aren't released until just before champs hit the PBE. I think the only outliers were Jinx, Kalista, and Jhin.
However, they've never done teasers like they did for those 3 for VGUs. This is why we haven't had any teasers for him.
Expect teasers to start cropping up around the 20th or 21st.

Sunday: Teaser for whatever is coming. Monday: Announcement for Server shut down to apply the next patch. Tuesday: New Patch cycle begins, everything is revealed. Wednesday: Patch is applied to live server.
Only time they show teasers before Sunday is if they release them in a different country, or if they have very unique teasers such as the 3 I mentioned.

So, none of these were on a Weekend. And then the Tuesdays of the next week following these teasers/reveals is when they champions would go to the PBE.

I just don't understand that why they put the contents meant for 8.3 on 8.2 PBE Cycle. What do they want to show in 8.3 PBE then? Reposting Lunar and Valentine skins and lots of balance changes?
Sukishoo2 votesCause they have a ton of content at this time of year, so they wanted to put them out there to get as much testing and feedback as they could. Especially seeing the feedback regarding the Sweetheart skins, it was indeed needed.
And yeah, they don't "HAVE" to put new major content out when they offically start up 8.3
