Lucian and Demacia, Fellow Citizen or Outlaw?

So I know LucianLucian is from Demacia in the lore right? His job is to hunt down the dead with his Relic Pistols. However, I just realized an interesting fact due to the lore relaunch of Demacia. These guys ABHOR magic, and I do believe that, despite being pistols, Lucian's weapons are magic.

Does this mean Lucain is frowned upon? He is in fact an outlaw of Demacia? Or he is given special circumstances due to his profession and is left alone?

There is at least one order within Demacia that is willing to use magic in secret for the greater good of the nation. They're called the Illuminators, and Lux is one of them. So it's possible that the Lucian and Senna are/were part of the same order. Even if he is one of the Illuminators, his weapons would still be alarming to the everyday Demacians, so most of his work would be conduced in secret.

Lucian's group was originally called "the Lightbringers", but I don't know if that is reconfirmed in the new lore. He's called a "Sentinel of Light" in his new short bio.

However regardless of how Lucian's order works, I suspect that he may have turned his back and gone rogue in his hunt for Thresh, based on his behaviour in Shadow and Fortune.
