The general rules for skins which are to be released for a set patch:

They will be released sometime during the patch
"Sometime" does not always mean patch day
If there are problems, Riot will most likely use this forum and Twitter to let the community know

Most likely tomorrow or next week. Skins are never released the day of the patch.
