What happened to the LOL Chinese Art Pack?

So I remember when there was the LOL Chinese Tencent Art Pack, what happened to it? There hasn't been an update since version 8.8 which was posted way back in January 2014. I'm hoping there is an official site for the LOL Tencent art pack.
