Have an option or choice of using either the Chinese Splash Art or Regular Splash Art?
Why should you support this? -It would show that you actually do listen and somewhat care for the community. -sheer convience for not for the riot players that play - but millions of others having to manually change the art.

They're not gonna do this because the whole point is to give everyone THE SAME art across ALL REGIONS.
And giving players a choice between splashes would require SO much more work than switching a splash art. You actually have to implement the elements that allow a player to choose said splash. It may sound convenient for players, but it isn't for Riot. Also coupled with the fact they then have to curate double the splash art they otherwise would've just replaced.
Some aren't even the Chinese ones, some are replacement updates to older ones.
Like GOTH ANNIE for example.

Splash arts are something you are allowed to change in the client files yourself if you so desire.
