I've tried muting league, lowering the volume to 1, and yet every time League opens it makes this huge noise and it hurts my ears. :/ Is there some setting i am missing? Or is there anything I can do so that noise doesn't happen at all.

While it's an obvious solution, the obvious and simple ones are usually the best; reference Occam's Razor.

When you say you are lowering the volume to 1, where exactly are you lowering the volume?
Are you lowering the volume setting for the Launcher, or the Client? They are completely separate.
If you've lowered the Launcher volume all the way to 1, it should be incredibly quiet by now.
Riot, in their infinite wisdom, added yet another excessively loud sound that we get to put up with every time we log on.
Riot just likes to add stuff without moderating the sound levels when it goes live.
I swear I nearly ruptured an eardrum a couple of patches ago every time the login music came on.
I think you have probably already solved this but the volume control is in the top right of the launcher, under the little gears. Next to the X.
