The free package is made up of 320kbps CBR MP3s, and iTunes utilizes ~256kbps AAC. AAC is the superior codec. While I haven't directly compared the two, they are likely mastered similarly. I, myself, would prefer the iTunes versions over the MP3s, if a lossless version is not available.

I was also under the understanding that you cannot make music free on iTunes.

Apple takes every opportunity possible to take your money and prevent you from giving it to anyone else, even if the competition is better. Just drop them. The music isn't any different.
