Quote Updates for Older Champions

A lot of older champions have very few quotes and no interactions. Some are slated for relaunch, but others aren't.

For example, lore- and gameplay-wise, Janna is in a pretty good place. However, she has very limited quotes. Furthermore, her quotes don't reflect where she comes from. According to her lore, she's an orphan from Zaun's slums who learned air magic and is now a reformer of Zaun. None of her quotes reflect that. Not even a cursory "The winds of change shall reach even Zaun".

Janna isn't the only champion that could do with a QU. Zilean, Alistar, Blitzcrank and many, many others have way less quotes than modern champions or reworks like Sivir. Are Quote Updates (independent of Gameplay or Visual Updates) something Riot is planning to do?
