Are new voice overs going to happen to any of the older champions without full VU's

One thing I notice with many of the older champions is that they have minimum amounts of dialog, this being especially noticeable with the likes of Singed (9 in game lines) ,Blitz, other champions with less than 40 lines. Now what I want to get to is the possibility for new voice overs of these older champions without the need of a partnered visual update. Yes, some things are iconic to old champions like certain laughs or taunts but these could possibly be preserved in style with the new VO's.

Is it possible in the future that these older champions would ever receive new dialogue not just jammed in with a VU?

Side question: Who is in charge of writing the dialog for champions, is it lore, sound, or its own separate department? The question has been bothering me for a while.
