Why is it level 30 only?
This is clearly unfair to levels 25 and up because we played for so long trying to get that 30. Is there any way to change that.

You mean PBE? If so I do believe that only playing 1-30 isn't that long and chances are that they will be choosing a lot of accounts that are actually a lot older than "just level 30".
As ofr why 30, there has to be a limit somewhere. 30 is the max level, making it a good number. If you put it at 25, it's unfair to 24's if you put it to 24, it's unfair to 21's, thy still have a mastery capstone, if yo uput it at 21, it's unfair to 20's who still has a full lv3 rune page...
Level 25 players do not have that much experience with the mechanics of most champions. The PBE is a place to comment on and give feedback on new champions and the LoL client. It is not a place for players to try out new champions for fun.
