Really, i just finished a game and we were just completely destroyed by this shyvanna who was a lvl 30 and we were just lvls 10-15. How is that even fair thats just complete annihalation a lvl 30 with max runes and masteries while we start off with like 3 bonus damage or 5 bonus ap. that just ruins games for people who dont have those stats.
More then likely it was just someone's friend. A very low level smurf maybe and it balanced out the levels.
That happens a lot when lv 30s play with their low level friend i personally have a few friends who just started the game and i would play with them. I realised there is a difference in runes/masteries between u and the level 30 but at the same time for the level 30 to be placed against you, there must be another person on his/her team that is around level 3 that you have the same advantage against. In the end it evens out (sorta)
For the most part the game is fairly niced and balaced when it comes to match making, but sadly, it isn't perfect. Some times a level 3 or a level 30 will sneak in and wave his or her lux staff in your face and then stun as you proceed to run away as hecraim. Being the Hecraim as you are, you charge at the speed of sound and pray to the great and powerful urf you won't get blasted away. it worked! and now she came up to your brush when you were recalling and blasted you down with her ult. Games like that suck but are fun to learn after word.

Someone in ur team have a big MMR , or he is just lev 30 ..
matching should be rework a little , i will write a discussion on that tommorrow.
