Sooo this "Boards system"
How does it work and where can I see my level. Cause I cant talk about anything anywhere on the forums except in Help & Support.... Can't even reply to posts.

it starts off like that for everyone. After making your first post, which I assume this is, the system will pull your necessary profile/account info from the game so that it reflects here on boards. So now your appropriate summoner level should be displayed (I'm seeing lvl 23) and should be able to post in all other boards. It does this so people don't just mass-create accounts and spam boards with lvl 1 botted accounts and stuff. Welcome to boards btw!
If you need help figuring out where stuff goes, there's a small box of 'guidelines' located on the left just under the boards list that gives a brief description of what each board is for, and don't forget to give the Universal Rules a look over
