3 Different site layouts?

Okay, don't mean to nitpick here, but I do have a slight concern that does bother me. So, we have our current site layout which is essentially what you see when entering the main site, forums, news, etc. Then you have what this is, the beta. Pretty neat by the way guys. Definitely an overall improvement from before. That said, why do we have the really early layout going on when one enters the tribunal? http://na.leagueoflegends.com/tribunal/en/

I mean, the layout was like that when I first joined league back in S2 when Elise wasn't even a thing. Like I said, don't mean to nitpick, but it seems kinda lazy on Riot's part to update the entire site and even make a beta for a future update, but then certain places are left forgotten and well, not uniform. Would appreciate feedback from someone and would even be willing to help, thanks.

P.S. No idea where else to put this if there is a other place to put this so sorry if it seems misplaced.
