What other champions have Passover like Singed and Rammus and Xerath per patch, that would take for instance mana and turn it into health(singed)?

I think Vladimir does, with his AP to Health passive.

1 Ap--> 1.4 HP and 40 HP --> 1 AP

Kassadin
20% Magic damage -->Attack Speed

Dr.Mundo DrMundo
0.3% Max HP --> Health Regen

Malphite
10% max HP --> Passive shield

I think that's all of them.......unless you count passives on abilities, there's a few more there, albeit a bit more of a gray area.
