Upper Bar of Tabs Should Be an Overlay.

Whenever I am using the boards, I always find myself having to keep refreshing and scrolling to the top to see if anyone has replied to me. I think that the comment button as well as the rest of that tab should be an updating overlay so that board users can be more efficient.
