Anyone besides Supports getting effect scaling?

wondering if non-duo supports, like support/tank junglers for example will receive any of ability scaling with Ap/Armor/whatever to their CC/shields/whatnot.

im talking people like

also as far as regular supports go, what about this guy?

Actually, you're in the wrong place on multiple levels. This should probably be in Live Balance or Ideas & Feedback, possibly even GD depending.
