Why are commas listed as "'"?

When quoting, editing, or viewing the preview of a thread commas are shown as "'" for some reason. It's been like this for a long time now, I kinda thought it would just get fixed some time. Howcome it hasn't been fixed..? It's nothing that breaks the forums or anything but it's really sloppy.

EDIT: Example in the quotes in this post just reverts to a comma, but yea, it's retained in the thread title it seems.

It's the HTML code for a comma. If you type it out while writing the post, it won't change into a comma as it would need to be directly entered into the code of the title itself.
