Filter out Regions
As of yet I've not seen an option, to filter out Regions. If it's the annotation on the top right, it doesn't work. Just tell me if it's that, and if not please give me a heads up, as of where it is.

What exactly do you mean by 'filter'? If you want to post on the EUNE boards, change the region on the top right and select your language, then click Boards up top and it'll take you to the EUNE boards. (or just replace 'na' in the address with 'eune')

just change the "na" in the url to whatever region you want... like this! http://boards.eune.leagueoflegends.com/
