wow, your MMR is too low, at least that is the cause of that.
Still, there should be a minimum of 1 lp gains on wins. It is stupid to make no progress towards the next rank, even when you win. It's just discouraging.
This whole matchmaking system is retarded, they only look at ur MMR not your KDR. Its like picking bananas but only look at their size but not the color. "oh ya ima buy this banana cuz its all big n shit but I dont care that it is covered with color black"
