What's with the levels and the boards?

So, basically, starting with today the EUW server has an event where you can post ARAM videos. You need to link the video in a comment. After almost pulling off a Pentakill, I recorded it and wanted to post it..

"You need to be at least level 7 to post a comment."

Oh, it's just gonna be a glitch right? I'll refresh it and it's gonna go away.

Oh, maybe it's NoScript messing with the forum.

Oh, come on. I'm level 13. I'll check my board profile and... WHAT? My profile on the EUW boards shows me as being level 3. I'm level 13 on the EUW server! And, for some reason, I can perfectly browse and post on the NA boards, as you can see, and registers my level as being correctly level 13, despite the fact I never played on the NA servers.

What's with the way the EUW Boards registers the Summoner Level? I can barely do anything on them.
