I noticed that Vel'Koz doesn't have any Friends/Rivals on his Lore section of his page. I was just wondering if this was intentional or maybe left out?

It's probably intentional: He doesn't seem to have any outright malice towards anyone in the league, he just wants to 'study' things. And even though he's from the Void, he seems to consider most other Void Creatures (At least the ones we know of) 'below him', because he sees them as too destructive for his tastes.
I have to wonder why there isn't any lore interaction with Malzahar. You'd think both would be interested given their situations.
If you look at Kassadins Pre void skin, Ive heard that those are vel'koz's tentacles, so theres an idea or possibility

I would guess it's left out. There are special interactions with Zilean ingame as well as the obvious ties to other void line of champions.
