I submitted a ticket reporting a player with a screen shot attachment. The rioter responded telling me I should post it in the forums. Where exactly should I post it?

Huh? No, you don't post player reports on the forum. If he told you that he was either mistaken as to the intent of the ticket, or doesn't know his job well enough. Name & Shaming players on the forum is against policy and will result on your post being deleted.
If you have something to post about player behavior, but are not naming a person, you can put that on the Player Behavior & Moderation board. Otherwise, just reopen the ticket.
