While I agree with your general premise, I heavily disagree with your presentation/the specifics. I do think it would be extremely beneficial for more Rioters to actively participate in the forums and in the community, but it's not something that has anything to do with how many Rioters there are. Hell, it doesn't even necessarily have anything to do with how many Rioters post.
The main problem here, to me, is the lack of substantial dialogue (or as you put it, things that aren't fecal) between Riot and the community. In a vacuum Riot is still easily one of the most player-focused gaming companies in the world; that being said, interaction has changed so much over the years when comparing the company to itself. It's a bit concerning.
