Ranked LP

Now I have been playing LoL for about 2 years at least and would consider myself more than a decent player. Since before the end of the last season I was stuck in S1 for quite awhile. It wasn't the losses or anything that got me stuck but the LP system. On average I only got 4 lp per game and loss equal value. I've been stuck in the same division for a couple months now trying to change that but nothing at all helped. As of now I reached 97 LP and close to getting into gold. When I play games now I find gold and even platinum players but still no change for me in any way. I have about 30 or more wins over losses and a good 800+ games. Can someone please explain why the LP I earn is so low compared to other players?
