Intended(?) Item Interaction w/ Jinx

I built a TOTG on Jinx and noticed that the auto attacks with the rocket launcher equipped build stacks. Does anyone know if this was intended? My understanding was that her Q was just an AA modifier, so it shouldn't build stacks off of AAs with the rocket equipped.

You get stacks on your tear whenever you use mana. Rocket Launcher uses mana.
