What makes you think this is "Riot acting up"? First off, technical issues happen all the time and sometimes they have larger effects like this, sometimes the community never even notices. Secondly, given the recent string of people on the internet acting like the douchebags they are, it's possible this is not a technical issue from Riot but actually a malicious measure by another individual.
