[Bug] Varus Piercing Arrow, Green Trinket

With Arclight Varus skin Piercing arrow cannot be charged fully and held while using smart cast. The spell is just released right before it is charged. Green Trinket item will not place a ward but will consume the cool down. If it is upgraded after level 9 it will work.
