About the new level restriction

Ok, my main account is on the LAN servers ~ Their forums are pretty much dead and useless, so, i enjoy to visit the NA boards more (enjoyed the old GD more, but that's another topic) All the useful Riot comments are here, all the cool topics, etc

But the new level restriction to even post (let alone, create topics) kills anyone that enjoys boards and drives people away (as if the transition to boards didnt do a lot of that already) You can't upvote GOOD topics, you can't bump them, or share an opinion, or even help when anyone asks for something

Was this thought out before implementing such level restriction? Or is there a way to log here (on the boards only, obviously, not in-game), with an account from another server?
