cannot connect to chat and cannot open store. HELP PLEASE

I logged on this morning and when i did i wanted to play but once i got into a team chat i couldn't chat and i noticed the i was unable to connect to chat i hit reconnect to chat multiple times and nothing. when i open the store the screen is black. does anyone know a solution to this?

Use support, not forums. This is a specific problem and this board is rarely being reviewed by competent Riot employees.
