Being chat-blocked in champ select

There's been quite a bit of discussion for this already but I haven't heard riot say anything about it so I wanted to bring it up again.

Could rito at least explain why it happens? According to what I've read someone who contacted rito said its's to stop spammers. And yet it's happened to me first thing when I join a lobby a few times now? I've also heard it blocked people who type fast? And if that's the case what kind of stupid system is that? Why punish people who want to get the lane they want? I know it's somewhat small issue but it's annoying none-the-less and seems to have no good explanation. So please Rito explain this to me.
