Riot can you dedicate a chat/speak server?

Howabout you remove the report system and add an afk tracker to auto-ban afk'ers? Howabout you remove chat in-game and support a website where you can voice-in your game with ur allies like curse voice/teamspeak/skype? this reporting hell is never going to end, no matter how much you tweak the report system unless you make drastic changes and make dedicated servers outside the weak in-game chat/report system, this game is going to ward off veterans and new players.
