I have this feeling that there's something you're not telling us, partly because Riot no longer hands out 54 game chat restrictions (I'm assuming that's what you mean by 54 game mute). Right now, Riot only gives out 10 and 25 game chat restrictions.

Riot has stated that "gg ez" when not referring to ezreal is toxic and reportable. You should specify "gg ezreal" or something that doesn't sound like "easy". Given that Riot has made that official announcement, it's your problem
Can you show some Chatlogs? From op.gg from a couple of hours I've see Zero games that had an Ezreal on any one teams.
