I really dont see how playing league with these bans makes sense anymore

I started in S4 and could get away with bm'ing

NOW you can easily get a perma ban

and i was going to quit league, i mean, i wasnt having fun anymore bottling up my frustration and anger from ladder or else i get banned so i tried LAN to see if it's the same and my GOD

it's not the same, over there you can get bm'ed and bm back and nobody reports, nobody ever get's banned, and you know what it's been great, playing league is somewhat of a stress reliever and i need to vent sometimes and NA didnt let me do that, so theres not much reason to play league, you gotta have fun in this game to keep playing

anywho, enough of ranting, check out other regions except KR, NA, EU and i think you will get the hang of it, i get ~70 ms in LAN, that's not bad.

There's plenty of ways to BM in-game without necessarily being labelled as toxic. Flash your Mastery icon every time it's up (Ctrl + 6) or spam laugh (Ctrl +4) on Lulu/Nami the entire game. Just abide by the golden rule and don't flame others - it's not healthy for either party. Similarly, following your jungler around and taking their camps without saying anything isn't good for the team, and will likely get you reported just as fast since you are essentially a man down at that point.

Just one-shot the enemy Vayne as full AP Malphite? Better spam that mastery button to show it off! You just got Warwick, Malzahar, Malphite, Urgot, AND Varus ulted at the same time? Bring out that juicy mastery emote while you have time to sit there CC'd to death. We've been given a great many tools to "taunt" our opponents in-game, there's no need to go crazy in the chat and flame them. Enemy Ezreal with 50% HP just Arcane Shifted behind his Soraka with 10% HP and killed her from a Caitlyn ult? Spam that laugh button, as it's clearly hilarious to your party and shows that you recognize that play.

Don't flame your teammates or the enemy team, though. Be a good sport and somebody that people look up to and want to play with in the future. While it is "just a game" and all for fun, being on the losing end of a team that spams "GGEZREKT420NOOB" is never fun, and only inspires the other team to stoop down to their level. It's also very rude for the allies of that player, as it no longer feels good to actually play in that game when your team is hurting the other's feelings - win or loss, we're all humans behind a screen at the end of the day with thoughts and emotions. You never know what someone else is going through or how they react - the only person you can change and control is yourself.

You need better coping mechanisms. If you need to be mean and horrible to people to relieve stress, you need to see someone for some help because that's not healthy and it's indicative of some emotional and psychological issues that you need to work out.

With your first response to the first comment... what you're saying is that you want to be a bully online because you can't IRL because you're afraid that you'll probably face immediate consequences.

Break the cycle, don't be abusive to others and don't be a bully to others.
