This player I reported in one game ended up on my team again

He was cursing everyone out on the team, then went afk for most of the game, and came back 5 minutes before we lost just to say some snarky remark. So we lose, I report, and the next game, I get the SAME guy on my team. This has happened two times before. How do I stop this from happening?

Riot supports trolls more then anything so theres a really high chance you see that guy again

Reports have no effect on matchmaker.

I recommend waiting a bit before immediately re-queuing, since if you immediately queue after the game you'll be in roughly the same queue time as those that do the same right after the game you were just in.

Unless those are ranked games, I consider it lucky if I get a flamer annoyed me enough to report post game next match (ranked notwithstanding) because that means I get to report him again and have my reports counted for 2 games in his account toxicity history.

That aside, whenever you report someone, it's good to wait a couple of minutes before queue-ing up again. Rito cannot prevent you from being queue up with someone you reported previous due to that being abuseable, results in higher queue time for everyone else, and the fact that you reported does not mean it is a valid report so Rito might unnecessary punished someone innocent.
