Submitting tickets regarding extremely toxic players in other people's games? (With Proof)

I was watching a LoL stream and the moment they got into lobby, one player went off the handle attacking another player with insults and telling them to kill themselves(no joking or sarcasm, seemed to be about an earlier game). Wasnt targeted at the streamer and I dont think they really noticed, I got a screen shot of the player who was doing it in the Lobby and the streamer didnt report it(no other players really chatted the entire time so dont know anywhere else)

Is this submittable via ticket? I don't usually care about toxic players but this was an INSANE amount of toxicity but I dont know if it counts because it wasn't my game, technically.

It wasnt even your own game relax this is why there not an out of game report option

The player will most likely be dealt with. Just because nobody was shown reporting a player doesn't mean nobody reported the player, and doesn't mean he gets off scott-free. If the system reads multiple instances of hate speech it will give them a warning of possibly a temp ban.
