Teammate was flaming and told us all to kys, yet they're still playing two weeks later

I want to start this off by saying that I don't mind people using "bad" words. In fact, I use them all the time and they're a part of my every day vocabulary. but I don't play a game like league of legends, looking to have fun, only to be insulted and told to kill myself over a game. the person in question called me and my teammates fucktards and retards(among other things), both of which I would assume would get you chat restrictions. Like I said, I don't care if you say something like "X champion is fucking bullshit" or something along those lines, but ruining a game and flaming is enough to piss me off. So, my question is why are they not banned after telling me and my teammates to kys, AFTER already calling us multiple insults? I have already submitted a ticket and they are still playing after the person I spoke to said that they took a look at the account in question and punished them accordingly. I was under the impression if someone said "kys", that they would skip punishments and go straight to a 14 day ban. As of posting this they have played 37 more games and it has been almost two weeks since I first reported them. (I know I might seem like a petty bitch for trying to get them banned two weeks later but this isn't even about banning this specific player anymore, while they should get some kind of suspension, I am more worried about Riot's ability to give people proper punishments.)

Manual punishments are reserved for the extreme toxicity such as doxxing, real life threats, sexual abuse, etc. The Support staff are not there to replace the Instant Feedback System and they will not apply a punishment in excess of what would have been applied by the IFS. Further, they have the ability to issue a punishment less than what would be standard if they feel it to be merited.

If you feel it was not properly investigated, please submit another ticket and ask them to review. Aside from that, remember to report at the end of game screen, as that is the best, most efficient, and easiest way for you to report someone's behavior.

Almost 40% of league players are toxic. not a 'small percentage'. NEVER EVER believe corporate lies spread by companies. Anyone with experience in this field with dealing with EA, Ubi, take two, and the notebook BGA cancerbook throttlebook shenanigans and Nvidia (Ngreedia) catering to the lowest common denominator should be aware of this. This is getting off topic now, just don't believe what companies tell you. They only care about profit and making themselves look good to their investors and luring in more customers.

They are still playing tow weeks later i get mad in 3 or 4 games and call someone an idiot or tell them to shut the fuck up and minor things im chat restricted in less than ten games same thing a day later 25 chat ban and a 2 days later for little shit im 14 day banned. But apparently telling someone to go die is fine. Makes sense.
