Had a bronze 5 toxic player in a game with me and my duo. Fed top and kept dieing. Said KYS multiple times in game and post game chat. Multiple people reported. Plays game right after that. SO I know for FACT saying KYS in game or post game does not get you a insta ban! Just looked at his NA.OP.GG and he is currently in a game. Feels bad for them folk....

It is possible for people to get into a lobby, and in fact into a game before the IFS is able to issue punishment. Punishments are applied abour 3-5 minutes after the game ends generally, but it sometimes takes up to 10-15 minutes. If someone is already through another champion select lobby (i.e. in loading screen), the game will not kick them from the game simply to ban them, as it inconveniences the rest of their 4 teammates to force the person to AFK.
"KYS" isn't instant ban. "KYS" is a trigger for a point counter on Inflammatory Coms.
They won't disclose what you have to do to get an instant permaban but that is possible.
"KYS" should not be instant permaban, it should progress like normal.
