I played with a player today who got off a 14 day ban and he was very toxic in champ select. I took a screenshot of it, and he was also very toxic in game. Of course, I could not get a screenshot of that but his chat should be in my game history, correct?
Anyways, can I post proof on here for Riot to see what kind of player this is and how he is ruining the community?

you cant report here. if you feel its truly worth... you can submit a support ticket and provide the info and screen shot
to answer to your title = in theory , you can report players from the moment you open your client to the moment you close it , as long as people are online on riot servers no matter where, they are subjected to play by the rules. in friendlist/client chat , pre-game , post game , in game , forums. so any bad behavior like that can be reported.
Naming and shaming isn't allowed on these boards.
The best way to report someone is through the post game lobby.
