Chat logs?
Can you get reported for stuff you say before and after games you play?

Yes, the system does check the lobby chat. But from what I understand, the system currently can't provide you with those chat logs, so if you get punished for the lobby chat, it defaults to sending you the game chat logs, which could be confusing.
