Can someone explain Summoner's Code Article 5?

I can understand the rest of the Summoner's Code, but why is part 5 there? None of my friends irl play, I live in the middle of nowhere, and don't enjoy speaking with those who I play with unless it's for strategic purposes. Why is 5 there when the vast majority of the Summoner's Code is for preventing toxicity? If anything, wouldn't having grouped players add to toxicity because then people can't surrender on one side and at least 1 other person needs to be reported with at least 1 more person not reporting the trolls.
